Institute for Social and Economic Change (ISEC), Bengaluru an All-India
Institute for Interdisciplinary Research and Training in the Social Sciences
was established in 1972 by the late Professor V K R V Rao to creating a
blend of field-oriented empirical research and advances in social science
theories towards facilitating a better public policy formulation. For more

ABOUT ADRTC:
AGRICULTURAL
DEVELOPMENT AND RURAL TRANSFORMATION CENTRE (ADRTC) Agricultural Development
and Rural Transformation Centre (ADRTC) is one of the Agro-Economic Research
Centres (AERCs) established in 1972 by the Ministry of Agriculture and
Farmers Welfare (MoA&FW), Government of India (GoI) with an objective of
providing a continuous policy feedback to the Ministry and hence, adheres
largely to the research agenda of the MoAFW, Government of India (GOI). In
addition, the Centre also carrys out research and investigations in the
field of Agricultural Economics in India in general, and Karnataka in
particular. Further, keeping in view the research commitments of the
Institute and its broader vision, the ADRTC faculty has been focusing on
several issues related to agricultural development both at the State and
Union levels. The Centre has participated as one of the coordinators, in the
Mega Study on Farmers at the Millennium conducted by the MoA&FW, Government
of India. At the State level, the Centre has participated in formulating the
Agricultural Policy of Karnataka and submitted a report to the WTO Cell and
on Farmers’ Suicides in Karnataka. The Centre is playing an active role in
drafting Agriculture Chapter in the Karnataka Economic Survey. The Centre
has been involved in carrying out impact evaluations of programmes launched
by the Government of India. Among others, a recently concluded evaluation of
mega programmes includes Rastriya Krishi Vikas Yojana (RKVY), National
Horticulture Mission/ Mission on Integrated Development of Horticulture (MIDH),
National Rural Employment Guarantee Act, Prime Minister Rehabilitation
Programme and so on. Along with planned research activities, the Centre is
also engaged in developing outstanding Doctor of Philosophy (PhD)
researchers in the area of Economics and Developmental Economics. So far,
the Centre has produced 20 plus PhD scholars and are working with renowned
institutions both within and outside the country, while making substantial
research contributions to the domains of economics, econometrics,
developmental economics and environmental economics.
GOALS AND
MISSION
The ADRT
Centre proposes to focus on important need-based policy issues in
Agriculture and Rural Development while keeping in view the changing
complexities. Research carried out by the Centre helps bridge the gap
between field-level understanding and the policy formulation undertaken at
the implementation level. Farmer-centric approach towards research and
grounding research in the public policy are the underlining goals of the
Centre. The mission of the Centre is to make farmers self-reliant and add to
a better understanding of the welfare orientation of the policy.
FOCUS OF
RESEARCH: A DECADAL OVERVIEW OF ADRTC
As a policy
feedback Centre of the MoA&FW, Government of India, the ADRT Centre always
has a strong policy focus with the faculty of the Centre focusing on several
burning issues relating to agriculture right from the 1970s. The number of
projects completed decade wise are presented in Figure 1(a). To date, the
Centre has completed more than 220 projects with an average of 4-5 annually.
It is noticeable that each decade has witnessed a progressive increase in
the number of projects completed. These projects completed over a period of
time have alco been categorized on the basis of region-wise i.e., All India,
Karnataka State, Southern States (including Karnataka) and the Other States
are presented in Figure 1(b). Figures 1 (a) & (b):

It is
observable that out of the total number of projects completed, more than
half (52%) of them relate to Karnataka State followed by other States. More
specifically, 16 percent of the studies relate to all India level and 31
percent to other than Karnataka states among the studies conducted by the
ADRTC since inception.
Similarly,
the projects completed by the Centre have been categorized into six major
issues/themes based on the research emphasis (Figure 2) such as Dynamics of
Agriculture & Allied Sectors and Emerging Issues (36%); Agricultural Policy
Monitoring & Evaluation (29%); Agricultural Marketing & Agri Business
Innovations (12%); Agriculture & livelihood Security (11%); Climate Smart
and Sustainable Agriculture (8%); and Technological Innovations in
Agriculture (4%). The themes & subthemes of research done by the Centre are
given in Table1.

OBJECTIVES
OF THE CONFERENCE
The specific
objectives of the conference are as follows:

To review
the past research undertaken by the faculty of ADRT Centre since its
inception.
-
To discuss
the research undertaken by scholars from different parts of India on the
themes mentioned above.
-
To obtain
the perspective of stakeholders on priority areas of future research of
the ADRT Center in consonance with the agenda of the Ministry.
-
To get the
advice, inputs and suggestions from seminar participants on thrust areas
of future research of the Centre.

Conference
Method
Conference
is scheduled for two days. The focus of the conference will be on the
research conducted by ADRT Centre, wherein the faculty of ADRTC will present
a synopsis of past research milestones, followed by discussion and
deliberations by the participants, including the officials of MoA&FW
(Sponsoring Agency). The speakers/ academicians/ bureaucrats/ practitioners/
experts will deliberate and guide the future course of research at the ADRT
Centre. A special invitation will be extended to the former faculty and
alumni of ADRTC for their active participation in the conference.
In
continuance, we are also inviting the original research papers on the major
themes mentioned above (Table 1). "The above themes are only indicative. We
invite papers from other allied areas of Agricultural Economics as well."
The authors of shortlisted extended abstracts (1000 words) will be invited
to submit full paper and considered for presentation in the conference. The
select papers will be published as an edited book volume by a reputed
publishing house. The objective of the conference will be to evolve a
pathway for sustainable agriculture and rural development in the country.
Accommodation and Travel Support:
One
outstation author per selected paper presenters will be provided with
accommodation and travel support (air fare- economy class against original
tickets).

scholars, global food experts/ scientists/research scholars/ academicians of
Agro-Economic Research Centres/Units of MoA&FW, top officials of MoA&FW,
bureaucrats of GoI and GoK, Agriculturists/ economists/ practitioners
/environmentalists/ industrialists and innovative farm youth/farmers.

Procedure:
Abstracts of original research papers
covering the thematic areas are invited to be submit (1000 words) research
objectives, methodology and major findings clearly mentioned, by 12th
December 2022, to [email protected]. Intimation regarding shortlisted
abstracts will be sent by 15th December 2022.
