Shri S.S.
Meenakshisudaram joined the Karnataka cadre of the Indian
Administrative Service in 1968. During his career he worked as Deputy
Commissioner and District Magistrate of Tumkur and Bangalore
districts; was Secretary, Rural Development and Panchayati Raj
Department during 1986-89 when Karnataka launched its new system of
governance through decentralized panchayati raj institutions. He was a
visiting fellow at the Institute of Development Studies at the
University of Sussex, United Kingdom for a period of one year. As
Joint Secretary in charge of Panchayati raj in the Ministry of Rural
Development, Government of India, he was part of the team piloting the
Constitution 73rd Amendment Bill which introduced the system of local
governance throughout India during 1992-93.

After working as
Principal Secretary to the Chief Minister of Karnataka during 1995-96
and as Joint Secretary to three Prime Ministers of India during
1996-99, he was also an Adviser in the Planning Commission. Before
retiring as Member (Finance) in the Space Commission and the Atomic
Energy Commission during October, 2004, he was Secretary to the
Government of India in the Ministries of Rural Development and
Disinvestment.
